Open a new document (Ctrl + N), fill it with a color...

Ouvrez un nouveau document (Ctrl + N), remplissez-le avec une couleur...

Add some text with the text tool

Ajoutez du texte avec l'outil texte

Duplicate the text layer (click on it and press Ctrl + J) or go to [ Layer > New > Layer via Copy ]

Dupliquez le texte de calque(sélectionnez-le et appuyez Ctrl + J) ou allez à [ Calque > Nouveau > Calque par copier ]

Go to [ Edit > Transform > Rotate 90° CW ]

Allez à [ Edition > Transformation > Rotation 90° Horaire ]

Go to [ Filter > Stylize > Wind ]

Allez à [ Filtre > Esthériques > Soufflerie ]

A window will pop up, asking you to rasterize the layer, click OK.

Une fenêtre va apparaître et vous demander de pixelliser le calque, cliquez OK.

Another window will pop up, set the parameters.

Encore une fenêter, réglez les paramètres.

Vous obtiendrez ceci.

Now, return to [ Edit > Transform > Rotate 90° CCW ] Take care, this time, it's not 90°CW but 90°CCW.

Maintenant, retournez à [ Edition > Transformation > Rotation 90° antihoraire ] Attention, ce n'est pas pareil que tout à l'heure.
